Mr. Brown is a Principal (Transmission Services) at GDS Associates, Inc. and has more than twenty-five years of electric utility and consulting experience.  He has managed various functions at the largest generation and transmission cooperative in the country.  Included in this experience is management of engineering design, test engineering, project management, operations and maintenance, electric tariff services, regulatory compliance and litigation.  Recently, Mr. Brown has provided consulting services in a wide range of areas for transmission and distribution cooperatives and municipal electric systems.  This has included consulting on NERC and Regional Entity Compliance issues, transmission contracts for services, analysis of system impact studies, transmission queue issues and developing policies and performing analysis for clients on complex issues such as transmission congestion management, financial transmission rights, locational marginal pricing, ancillary services and generator operations. 

Mr. Brown has performed compliance assessments and “mock audits” of Order 693 Standards and regional standards in all Regions, supported clients during RE on-site audits and spot checks, and representation during settlement negotiations. In addition, he has assisted clients with certification of new Balancing Authorities and Transmission Operators and development of internal compliance programs.  His education includes a Bachelor of Electrical Engineering, Georgia Institute of Technology, 1985 and Mid-Management Certificate, Georgia State University.  He is a registered professional engineer in the State of Georgia.
